.eps file imported into a FrameMaker-to-PDF results in only the eps image appearing in the PDF

Hello - I've imported an .eps file (with layers) into a FrameMaker file. The resulting PDF of the .fm file only shows the .eps image, and none of the other text boxes or images in the .fm file. Is there a way of linking everything or turning on all layers in a FrameMaker file? Or are .eps files just not compatible with FrameMaker? I've tried converting the .eps to a TIFF, .jpg, .gif, and .psd file in Photoshop and importing each of these, but the resolution of the imported image is poor in the PDF, although all other components of the FrameMaker file DO appear in the PDF. Help!
