This depends on your systems and software. I'm getting the impression from your questions that you think moving from "Classic" DPS to DPS 2015 is an all or nothing proposition. As a DPS customer, you can continue creating and publishing DPS 2014 apps while also creating DPS 2015 apps.

If a user doesn't have Wi-Fi when they launch the app, they'll only be able to view content that they've viewed previously (and has not yet been removed from cache) or collections that they've explicitly downloaded). This is similar to Classic DPS apps, with the exception of single-folio apps, which are self-contained and don't require Wi-Fi.
- Related to above question, is there an option allowing the user to download the entire app for usage when Wi-Fi is not available?
No, not yet. Users need to download content on a collection-by-collection basis.
- What happens to our existing app (that is currently available in the iTunes and Google Play stores), standard library views and legacy folios when we upgrade to DPS 2015?

- How long does Adobe plan to offer support and access to classic DPS functionality, complete with Folio Builder and Folio Producer? Is there a date in the future that all publishers will be forced into DPS 2015?
There isn't a set date in which publishers will be forced to use DPS 2015. DPS 2014 will be supported at least through the summer of 2016 and as long as it makes sense for DPS customers. You might ask Nick about this when you contact him.
