How to disable the AEM Form's Rule Editor, Visual vs Code

Hello there,

Without using the out of the box users, "forms-script-writers", how do we restrict access to the rule editor?

Is it possible to restrict the "code editor" only?

Access Control Layer or Overlay solutions?

Like when you change other parts of AEM OOTB functionality - you have to overlay this functionality. There is no docs on this use case however.
