SmartTags in AEM 6.3 vs 6.2

Does the Smart Tags setup in AEM 6.3 still require a Cloud Configuration?  Also is there a good breakdown of the difference(s) between how Smart Tags works in AEM 6.2 vs AEM 6.3?
