Cannot get Unlock key to activate MPEG2 component in Premiere Elements 7

I have Premiere Elements 7 and using on a Windows 7 computer. When I go to "Get Media" that contains a MPEG2 file I am asked to send a serial number to an Adobe web page for an Unlock key.  Web page does not exist. How do I get my Unlock key?
