Previously, I used the Enterprise Dashboard to manage users and permissions in the Marketing Cloud. Has it been moved or replaced?

Yes, the Enterprise Dashboard has been renamed to the Adobe Admin Console. The navigation path and functionality should remain the same through the rename.
