Creating Rich Media Ads

What program from Adobe is best for creating Rich Media Ads?  I am not wanting to create animated gifs, but ads that let the customer have involvement with the advertisement.  For example if you hover over items bullet points pop-up.  If you click a button an online form pops up or slides down on the ad.  Something in that nature more advanced that gif or flash files.  A lot of car dealerships use them, can anyone please suggest a good Adobe program to create them?
