Recurring Email to Net New Audience

Hello all,

I am trying to work out some kinks with my recurring emails. Here is what I am trying to achieve. 

I have a scheduler on a workflow for the population to pull in ticket purchasers and send them a pre-event email. After the first send, I want to exclude the previous batch of recipients and only send to net new people from the ticket purchasers population. 

 

I don't believe I have set up the delivery exclusion correctly because it has sent a duplicate delivery to the initial population in addition to the net new population that flowed in after an hour. 

 

Can someone help me with an example of how to set this up?
