For an Adobe Campaign implementation, if we have to describe User Access (Identity & Access Management), how to do it?
Will there be an Admin kind of a user from Adobe, or Adobe designates some one from the partner/client as an Admin?

LDAP will provide user access and rights.
If you don't wish to use LDAP, user creation and access management is done from the in-build campaign feature. Please refer to https://docs.campaign.adobe.com/doc/AC/en/PTF_Administration_basics_Access_management.html
