Show FNAME or LNAME during send ?

I am working with a financial client where they don't want to store PII Data in Adobe Campaign Instance. Is there a way to make a service call at the time of delivery to get First Name, Last Name and Email Address ? If yes, can Adobe Campaign handle volumes of more than a Million ?
