Can you provide the delivery audit log please ?
Usually, those logs are helpfull to understand the problem.
You would find this in the delivery form, on the "Audit" tab.

Below are the troubleshooting I have done.
1- Checked the campaign assigned to
2- Validated Operator Group
3- Asked user to recreate the delivery and re-analyze - It worked.
