Peak emails per hour when customer has TLS

The ACC product description page at:

Adobe Campaign Classic | Product Description

States that for the Peak Volume - Number of Emails per hour[6] [7]: "[7] If Customer has TLS, then these numbers will not apply."

Let's say, the customer can send 2.5 million emails per hour... Thus, if the customer has TLS, what is the real peak number then?
