Operator access for Import package is not working

i has created operator with import and export access i have given named right to import and export but Tools-->Advanced-->Import Package option is not Accessable.i am trying to give the operator access only to specific folder , workflow Management and import/export package.

Hi,

Users need 'admin' right to use package import functionality.
