Depends on the context, provide more information what you are trying to achieve? what are you whitelisting? IPs? recipients? emails? domains?
- You can whitelist/blacklist emails/mobile phones etc by adding them to the nms:address schema either programatically through scripts (via inserts/updates) or manually (also read this doc for more support https://experienceleague.adobe.com/docs/campaign-classic/using/sending-messages/monitoring-deliveries/understanding-quarantine-management.html?lang=en)

- For typology rules use the following doc https://helpx.adobe.com/campaign/classic/how-to/typology-rules-in-acv6.html (you can use it to prevent emails going out to particular domains or recipients or whatever the context is)
