How to invoke offer engine using web app in ACC?

Hi,

I am working for an Financial Institution, where we are using transactional messaging in ACC, as part of that we are gonna use offers module for the marketing, In real-time Soap call from web service is going to trigger with the personalization fields and req attributes to evaluate offers. so to test the offers evaluation, we are planning to create a web application in which an UI screen is created with all the req fields to determine the offer.

Req:

UI Screen: We key in all the fields and submit the form, then it should invoke offer engine and evaluate the best offer to the identified customer and display the response.

Help needed:

How to link the web page in ACC to invoke Offer engine with the fields provided.
