Cities Segmentation, New York, New York issues?

I'm currently trying to create a Custom Segment for New York City based traffic, as shown below.

EDIT: Apparently I can't upload images.

 

Basically, imagine  a segment with Cities=New York (New York, United States)

 

As this is an enumerated variable, It MUST match the value that Adobe wants to see, or else it won't let me create the segment (or show any data).

This is a bit frustrating, as the value in that box is a direct paste from what Adobe shows in the Cities report (said report also confirms we've had plenty of traffic from NYC the pasty 90 days).

I've also tried typing in "New York", and using the drop down menu; this is the result:

 

EDIT: the drop down menu brings up an alphabetical  list of cities in New York state, but stops at "Belfast"

Note the furthest I could scroll down was to "Belfast." It looks like when I typed "New York" it showed results for state listed alphabetically, and cut off the list at a certain point.

 

 

Further backing that point up, note how the list stops early into the "A"s when the field is left blank.

Anyone else having this issue?

 

I'm running W7 64 Pro (all updates applied), IE 11.0.9, and I also experienced all the above issues on Chrome 37.0.2 (lasted updates applied to each browser as of this writing).
