adobe omniture reporting responding with JsonPrimitive rather than JsonObject for Report.Queue

uri API - https://api.omniture.com/admin/1.4/rest/?method=Report.Queue

I am using this rest uri to get report id which is expected of type JSON Object  but 

omniture was responded  with JSON Primitive type.

This type of response was received from omniture for few time but after that all went will.

why was omniture responded with JsonPrimitive rather than JsonObject?
