This is a bit of a broad question. But, with ITP, a very important one. Historically Adobe has used a fall back ID in situations of browsers blocking 3rd party cookies. Fallback ID Methods​; the end of this article will link you to additional unique visitor tracking topics.

There have been a number of posts about the impact of third-party cookies in the forums. While most of the posts focus on Apple's ITP, Firefox is following a similar (albeit not the same) tack.
