Selections panel should represent workspace when its in the compute in background mode

When selections are in use from the sidebar panel and the workspace is submitted to run in compute in background mode, the query re-starts when the completed workspace (or still running workspace) is opened. It appears that the selections panel redefines the query when opening the workspace running in compute in background mode.  We would like for the sidebar panel (selections panel) to understand when a workspace is running in compute in background mode. Thus, when the workspace has completed, the selections panel should simply call out the selections from the completed workspace instead of redefining the query. Redefining the query causes the completed workspace to re-run. For more detailed information, please refer to incident # 101026-000281.

When a user chooses to "Compute in Background" the workspace doesn't consider Sidebar items.

Just fix the bug so, when a workspace that was computed in background is opened up it doesn't take into affect the sidebar panels at all.
