It looks like if you add an email address that is not linked to an exisiting Adobe Analytics user, the email is not sent by the system.
I fought with this for couple of days and ended up with this.
But there is nothing to let you know that this is the case, should be at least written in my opinion, or you should not be able to manually add an address (it allows you to do so and there it is inviting you to click "enter" to add the address).
