Yes. A Portfolio can have campaigns from different search engines. Provided all those campaigns have a common objective, budget and currency. Some search engines are more prone to algorithmic changes (which ends up affecting all the campaigns if they are in 1 portfolio), and hence some advertisers like to split search engines  into different portfolios to insulate campaigns.
