Notfications to SA when User is Created or Deleted.

As a SA if I want to have a notification to me, whenever a user is created or deleted. This is needed to ensure admins including client care do not create IDs with out permission from SA. If this is not possible then, SA should receive notifications whenever user is created or deleted. This way we can control security.
