I encountered a bug while trying to do a re-marketing campaign in Classic. After QA-ing my final recipients after using "Recipients of a delivery" with behavior of "Recipients who have not opened or clicked (email)", I found one record that went against this criteria.

After checking the original campaign, this one record did in fact open and click the email several times. Why did this query not pull this record away from the final audience send for remarketing?
