やはり　「a. Opt-out」が正解ではないかな・・・と思いますがどうですかね？

法令上はOpt-inをしないと、広告宣伝メールを送ることはできないのが原則ですね。

ただし、European(というかドイツ)みたいに、Double opt-inを必須とされてはいません。

なのでCanadaと同等のbが正解ですね。
