Marketo REST/SOAP - Campaign & Email - Filters Values

Hi,

I don't know if it possible but I'm trying to request two informations from Marketo :

Emails : With a specific filter on the checkbox "Publish to marketo Sales Insight" set to true
Campaigns : Which has smart Campaign with the trigger "Campaign is requested" set to "Sales Insight"

But I wish to develop my application using REST only.

Is it possible in REST ? Worse case in SOAP ?
