If by this you mean, "Recurring tasks that are Ad-Hoc, and not associated with a specific project," then yes, I agree.

There are plenty of tasks that need to be done as a matter of routine (e.g. Send out a specific communication to the team on the last Friday of every month), and these tasks are not part of projects, but a user has to create a placeholder project in order to make the task recur.
