Display Logic based on Topic Group Selection

Queue details, specifically Queue topics, to be able to be referenced in custom form display logic.

This allows a single custom form to be used for each request queue project. For each project, depending on the requestor's queue topic selection, display logic would populate form details applicable to only the selected queue topic.
