Be able to have users provisioned with SSO to be Reviewer instead of Requester on Default

When users are "auto-provisioned" through SSO, they are created with the base access level (Requestor) by default. This base level is the requester access. There is currently no way to change the default, this is a limitation of the product. I'd like a way, as an admin, to change the default access level to Reviewer instead of Requester.
