"on or after" time filter not working correctly?

I created a smart list to pull back people that have logged in on or after a date. But the smart list brought back people that had a login date before my set on or after date. For example if I set it to 7/10/2016, the smart list would bring back people with a login date from 7/9/2016. What am I missing?
